International and Inter-parliamentary Co-operation

The National Assembly is actively involved in shaping and conducting foreign policy of Belarus, with the main goal of multipolarity and observance of national interests with the unconditional preservation of state sovereignty.

 

Internationally, the Parliament acts through various forms of bilateral and multilateral cooperation with parliaments of foreign countries, including exchange visits, negotiations with foreign parliamentarians, politicians, diplomats, businesspeople, statesmen, participation in international parliamentary organizations, development of the legal framework of interparliamentary cooperation.

 

The National Assembly has established bilateral relations with the parliaments of more than 60 countries and fruitful relations with the international parliamentary community. The National Assembly of the 5th convocation has 56 working groups on cooperation with parliaments of foreign countries and 2 interparliamentary commissions with the National Assembly of the Republic of Armenia and the Verkhovna Rada of Ukraine.

 

Interest in Belarus is constantly growing. The Belarusian parliament has been active in various international and interparliamentary structures. The National Assembly has created 13 permanent delegations in such organizations. The most important direction of international cooperation is participation of the National Assembly of the Republic of Belarus in the Parliamentary Assembly of the Belarus-Russia Union, the Interparliamentary Assembly of CIS Member States, the Interparliamentary Assembly of the Eurasian Economic Community, the Parliamentary Assembly of the Collective Security Treaty Organization. As a full member of these international organizations, the Belarusian Parliament is actively involved in the development and review of the draft Union State budget, the model legislation of CIS IPA, EurAsEC IPA typical projects and the Fundamentals of the Legislation of the EurAsEC, and other legal acts.

 

The Parliament of the Republic of Belarus has a full membership in prestigious interparliamentary organizations such as the Inter-Parliamentary Union, Parliamentary Assembly of the Organization for Security and Cooperation in Europe, the parliamentary structure of the Central European Initiative, the Interparliamentary Assembly of Orthodoxy.

 

The participation of the chairpersons of the chambers of the Belarusian parliament in the world conferences of speakers of parliaments is an effective tool for communicating the position of the Republic of Belarus on the most significant international issues and developing interparliamentary cooperation.

 

By participating in the implementation of foreign policies of Belarus, the National Assembly carries out its international activities not only through parliamentary cooperation.

 

The parliamentarians use every opportunity to assist in promoting economic, trade and investment interests of the Republic of Belarus abroad, establishing contacts in education, science and culture. To make sure this work is carried out in an effective and coordinated manner, they constantly interact with the Government, the Ministry of Foreign Affairs, specific ministries and departments of the Republic of Belarus.

 

International activities of the National Assembly clearly fit into the overall foreign policy strategy of the Belarusian state and allow defending the country’s interests abroad in a dignified manner.

 

 

International activity of the House of Representatives in the first half of 2014

 

 

In the first half of 2014 development of international contacts and inter-parliamentary relations was carried out in accordance with the Plan of international parliamentary cooperation of the House of Representatives of the National Assembly of the Republic of Belarus.

 

Parliamentarians of the House of Representatives took part in more than 70 international events and meetings for this period.

 

Active work was carried out within the framework of international parliamentary organizations.

 

Deputies of the House of Representatives of the National Assembly of the Republic of Belarus headed by the Chairman of the House of Representatives Vladimir Andreichenko took part in the activities of the 46th Session of the Parliamentary Assembly of the Belarus-Russia Union, which was held in Brest on 21 – 22 June 2014. Agenda of the Session included 7 issues. During the meeting as part of the 46th session of the Parliamentary Assembly of the Union State the MPs discussed the preparations of the two countries for the celebrations of the 70th anniversary of liberation of Belarus from the Nazi invaders and the 70th anniversary of Victory in the Great Patriotic War.

 

17 April 2014 deputies of the House of Representatives Larisa Bogdanovich, Vitaly Busko, Viktor Valyushitsky took part in the activities of the 16th session of the Interparliamentary Assembly of the Eurasian Economic Community, which was held in St. Petersburg. The 16th plenary session of the EurAsEC IPA focused on draft typical bills on trademarks and service marks, on waste management in EurAsEC member states, on industrial safety of hazardous manufacturing installations in EurAsEC member states, on ecological safety of the population in EurAsEC member states, on targeted social aid, and on the basics of state social insurance.

 

Deputies of the House of Representatives Valery Borodenya, Natalia Guivik, Valentina Zhuravskaya, Valentina Leonenko, Gennady Palchik, Igor Stankevich took part in the events of the Interparliamentary Assembly of the Commonwealth of Independent States. The agenda of the IPA CIS Council session included several topical matters, including discussions about the IPA CIS events dedicated to the 70th anniversary of the victory in the Great Patriotic War of 1941-1945, the summing up of IPA CIS efforts in 2013, amendments to the perspective plan for CIS model legislation for 2011-2015. Valentina Zhuravskaya was elected Chairperson of the IPA CIS Permanent Commission on Practices of State-Building and Local Government.

 

Inessa Kleshchuk led the delegation of young parliamentarians of the House of Representatives to the 3rd session of the CIS Assembly of Young Parliamentarians in Saint Petersburg on 17 April 2014.

 

MPs Vladimir Bazanov and Vasily Papko participated in the events of the Parliamentary Assembly of the Collective Security Treaty Organization. Participants discussed a package of documents that regulate the operation of the CSTO Parliamentary Assembly and other matters. Vladimir Bazanov was elected Chairman of the Permanent Commission on Social-Economic and Legal Issues.

 

Belarusian parliamentary delegation headed by Deputy Chairman of the House of Representatives of the National Assembly of Belarus Viktor Guminsky actively participated in the 130th IPU Assembly which was held in Geneva (Switzerland) from 16 to 20 March 2014. The discussion of the main theme of the Assembly “The IPU at 125: Renewing our Commitment to Peace and Democracy” involved parliamentarians from 141 countries around the world. The head of the Belarusian delegation, Deputy Chairman of the House of Representatives Viktor Guminsky took part in the general debate.

 

Belarusian MPs participated in the plenary meeting of the Assembly, meetings of the four IPU standing committees (on peace and international security; on sustainable development, finance and trade; on democracy and human rights; on UN affairs), the Coordinating Committee of Women Parliamentarians and the panel discussion “Promoting the child’s best interest: the case of migrant children”. During the 130th Assembly of the Inter-Parliamentary Union members of the House of Representatives were elected to the IPU committees: Alla Naumchik to the IPU Standing Committee on Democracy and Human Rights, Elena Shamal to the Coordinating Committee of Women Parliamentarians.

 

Parliamentarians of the Republic of Belarus participated in the OSCE PA Winter Meeting 2014, held in Vienna on 13-14 February 2014, in the meeting of the International Secretariat and Committee Chairpersons of the Interparliamentary Assembly on Orthodoxy, held in Thessaloniki (Greece) on 10 – 11 May 2014, in the 43rd plenary session of the General Assembly of the Parliamentary Assembly of the Organization of the Black Sea Economic Cooperation, held in Athens (Greece) on 13 – 14 May 2014.

 

Deputy Chairman of the Standing Commission of the House of Representatives of the National Assembly of the Republic of Belarus on Health, Physical Culture, Family and Youth Policy Valentin Miloshevsky took part in the monitoring of the extraordinary presidential election in Ukraine within the OSCE PA short-term Election Observation Mission.

 

Inter-parliamentary cooperation on a bilateral basis has been actively developed during this period.

 

Parliamentary delegation of the Lao People's Democratic Republic, headed by the Chairman of the National Assembly of Laos Pany Yathotou and parliamentary delegation of the Islamic Republic of Iran headed by the Speaker of the Islamic Parliament of Iran Ali Larijani paid official visits to the Republic of Belarus in April 2014. An agreement on cooperation between the parliaments of Belarus and Laos was signed on 21 April as part of the visit of the Laos delegation.

 

Intensification of cooperation between commissions and working groups of the National Assembly of the Republic of Belarus on cooperation with foreign parliaments has gained further development.

 

In June parliamentary delegations led by the heads of the working groups of the National Assembly of the Republic Belarus on cooperation with parliaments of Vietnam and Latvia paid visits to these countries.

 

Meetings with members of parliaments, representatives of international organizations, statesmen and public figures, politicians, diplomats from more than 15 countries, including Cambodia, China, Cuba, Czech Republic, Georgia, Germany, Iran, Italy, Laos, Moldova, Slovakia, Switzerland, Russia, Vietnam, Tajikistan, Ukraine as well as representatives of the World Bank, heads of UN agencies were also held in the House of Representatives.
